Brief Description of the Security and Operational Environment

The overall security environment has improved with the end of major hostilities and the consolidation of control by Afghanistan’s de facto authorities. The reported experience of conflict reduced sharply from 60 percent in 2021 to 5 percent in 2022. However, pockets of armed clashes and violent confrontations continue to exist, especially in Panjshir, Samangan, and Sar-e-Pul provinces, which not only cause direct safety and protection concerns and risk of sudden-onsets of larger scale displacements but also affect livelihoods, access to basic services, and undermine coping capacities of an already vulnerable population.
