Operational Context
According to local estimates, there are approximately 900 refugees and migrants from Venezuela in the State of Pará, out of which 600 reside in the metropolitan region of Belém. All of them belong to the Warao ethnic group and most are accommodated in municipal shelter and private houses, and their most urgent needs include adequate access to shelter, water, sanitation, health and livelihoods. Furthermore, there are additional challenges linked to their specificities as indigenous people living in urban context. UNHCR¿s primary role in Belém is that of a catalyst and advocate vis-à-vis local authorities and other stakeholders towards reducing marginalization, increasing protection outcomes and supporting indigenous families to transition out of extreme poverty and into self-reliance.
