The Ministry of Children and Family Development is responsible for providing province-wide programs and services that promote the healthy development and functioning of children, youth, and families, and protect children and youth from abuse, neglect, and harm. In carrying out its core business the Ministry must negotiate and co-ordinate its efforts with a significant number of community agencies, the community social services sector and other levels of Government.

The Aboriginal Services Branch (ASB) is responsible for ensuring the safety and well-being of children in need of services which are being provided by Indigenous Child and Family Service Agencies (ICFS Agencies). ASB is the office of primary responsibility with respect to Delegation Service Agreements signed in accordance with the Child, Family and Community Service Act (CFCSA) to allow for the delivery of delegated services by ICFS Agencies.
